Shiloh Ballard is the Director of Housing and Community Development for the Silicon Valley Leadership Group.

In her role with the Leadership Group, Shiloh helps direct the activities of the Leadership Group’s Land Use & Housing committee and works with industry, civic, and community leaders to develop innovative solutions to the region's housing, land use challenges. Shiloh also staffs the Housing Action Coalition and the Housing Leadership Council, two unique coalitions founded by the Leadership Group. As staff to the HAC, a diverse coalition of environmentalists, businesses, labor and housing advocates, Shiloh works at the grassroots level to organize community support for “smart growth” home development proposals. In 2005, Shiloh was instrumental in pulling together and helping to coordinate the campaign to defeat three anti-affordable housing ballot measures in Cupertino. She also served on the Fundraising Committee for the Proposition 1C campaign, a Statewide $2.85 billion affordable housing bond that was passed by the voters in 2006.

Shiloh earned her bachelor’s degree in environmental studies at UC Santa Cruz and has worked for the Silicon Valley Toxics Coalition and State Senator Byron Sher. She serves on the board of the Santa Clara County Chapter of the League of Conservation Voters and Thimmakka, an environmental organization that helps restaurants go green. She is a Court Appointed Special Advocate, (CASA), and is more than willing to bend anyone’s ear about this great program for mentoring foster youth.
